Overview:

The Policy Discourse project, led by the National Federation of Youth NGO Nepal (NFYN) in collaboration with the Ministry of Youth and Sports (MoYS), embarks on a pivotal initiative to review the National Youth Policy of 2015 while scrutinizing the existing draft of the National Youth Policy-2023. Spanning across all seven provinces of Nepal, this project aims to engage stakeholders in inclusive and participatory processes of policymaking, with a specific focus on evaluating and refining the proposed policies to effectively address the evolving needs and challenges confronting the country's youth.

By inviting participation from diverse sectors and regions, the project seeks to lay the groundwork for formulating a new National Youth Policy that aligns with the aspirations and priorities of Nepal's dynamic youth population. Through collaborative discourse and meticulous review of the existing draft, this initiative aims to empower youth, enhance their prospects for growth and development, and catalyze progress towards a brighter future for the nation.

Objectives:

Review the National Youth Policy of 2015 to assess its effectiveness and relevance in addressing current youth-related issues.

Discuss on the draft of the National Youth Policy-2023, incorporating feedback and recommendations from stakeholders across various sectors and regions.

Foster inclusive policy discourse and dialogue among policymakers, experts, civil society organizations, and youth representatives.

Strengthen the capacity of local authorities and civil society organizations to participate effectively in youth-related policy formulation and implementation.

Key Components:

Provincial Workshops: Organize workshops in each of the seven provinces to facilitate policy discourse and gather input from diverse stakeholders.

Stakeholder Engagement: Engage policymakers, experts, civil society representatives, and youth leaders in discussions and consultations.

Policy Review and Analysis: Conduct a comprehensive review of the existing National Youth Policy of 2015 and analyze its strengths, weaknesses, and areas for improvement.

Formulating of New National Youth Policy: Develop a new policy on the basis of the draft of the National Youth Policy-2080 incorporating inputs and recommendations gathered from provincial workshops and consultations.

Capacity Building: Provide capacity-building support to local authorities and civil society organizations to enhance their understanding of youth-related policy issues and processes.

Expected Outcomes:

Enhanced understanding of youth-related challenges and opportunities at the provincial level.

Development of a comprehensive and inclusive new National Youth Policy that addresses the diverse needs of Nepalese youth.

Strengthened partnerships and collaboration among stakeholders involved in youth-related policymaking and implementation.

Increased youth participation and engagement in decision-making processes at the local and national levels.

Conclusion:
The Policy Discourse project represents a collaborative effort to empower and uplift the youth of Nepal by ensuring their voices are heard and their needs are addressed in policymaking processes. By fostering inclusive dialogue and engagement across all seven provinces, the project aims to create a conducive environment for the development and implementation of effective youth policies that contribute to the overall well-being and prosperity of the nation.

NFYN in partnership with Ministry of Youth and Sports (MoYS) has been conducting the policy discources at the provincial level to review the National Youth Policy 2015 and to discuss on the draft of National Youth Policy-2080. NFYN has already conducted the policy discourse workshop on lumbini province and Koshi Province and will be conducting it on all the seven province.
